About this opportunity

The Air Force Material Command (AFMC), Directorate of Contracting at Edwards Air Force Base, California, has issued a Notice of Contract Action (NOCA) for a Project Mercury Workshop. The Air Force intends to award a sole source contract to Innovatrium (Competing Values LLC) of Ann Arbor, Michigan, under the authority of FAR 12-Acquisition of Commercial Items. This contract falls under NAICS code 611430 (Professional and Management Development Training) with a size standard of $15 million. The government asserts that Innovatrium is the only known company capable of providing the specialized workshop services required. The contract will be awarded under 10 U.S.C. 3572, which permits other than full and open competition when only one responsible source can satisfy agency requirements.

The primary purpose of this NOCA is to notify industry of the Air Force's intent to award a sole source contract while potentially identifying other qualified sources and their size classifications. Interested parties who believe they can meet all requirements may submit capability statements detailing how they can fulfill the workshop requirements, with responses due by 9:00 AM Pacific Standard Time on July 9, 2025. Submissions must be sent to Brian Wu at brian.wu@us.af.mil, with Amanda Tate serving as the alternate point of contact. The government emphasizes that this is not a solicitation for proposals and no reimbursement will be provided for costs associated with responding to the notice. Companies must demonstrate their ability to provide the Project Mercury Workshop services, and all submissions will be used to assess available alternatives and tradeoffs for the potential requirement.
