About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hanscom Air Force Base has issued a Notice of Contract Action (NOCA) for chiller controls services at Hill Air Force Base for fiscal year 2025. This special notice announces the Air Force's intent to procure specialized building automation system services through a sole source contract with Johnson Controls Incorporated (JCI). The requirement involves hiring a certified technician to provide monthly onsite maintenance and technical services for the facility's temperature control systems. The procurement falls under NAICS code 238220 for Plumbing, Heating, and Air-Conditioning Contractors and represents a critical infrastructure maintenance contract. The Air Force anticipates using other than full and open competition procedures under federal acquisition regulations for this specialized technical requirement.
The primary objective of this procurement is to secure a JCI-certified Facility Explorer Pro Building Automation System technician with at least three years of experience to maintain critical temperature control infrastructure at the 66 Air Base Group Civil Engineering facility. The contractor will provide 16 hours of onsite services on consecutive days once monthly for 12 months annually, performing programming, graphics work, front-end repairs, and sensor calibration as directed by government technical representatives. Interested parties must submit unclassified capability statements by email to three specified government contacts no later than September 10, 2025. The contract structure includes a base year with four one-year option periods, emphasizing the long-term nature of this maintenance requirement. The Air Force justifies the sole source approach due to the specialized nature of the Johnson Controls system and the critical importance of maintaining temperature-controlled environments to protect sensitive government assets from potential damage.
