Notice of Contract Action (NOCA) 25 August 2025
Air Force Lifecycle Management Center (AFLCMC), Hanscom AFB, MA Operational Contracting Division.
This is a notice of the Government's intent to solicit, negotiate and award a sole source contract to Johnson Controls Incorporated (JCI).
The requirement is to procure the services of a Facility Explorer Pro Building Automation System (BAS) certified technician with at least 3-years of experience who is expected to provide onsite services for 16 hours on consecutive days once a month for a total of 12 months a year.
The requirement will include a base year and four, one-year option periods. The contractor shall perform programming, graphics, repair front-end issues, and calibrate metering in accordance with manufacturers’ specifications of all censors, controllers, and actuators as directed by the Government Central Plant Supervisor and Central Plant Engineer technical representatives.
66 Air Base Group Civil Engineering (66 ABG/CE) at Hanscom AFB requires this service as it is essential for continued performance at the Central Plant location. The chiller is vital for maintaining a temperature-controlled environment for personnel and a malfunctioning chiller can result in potential damage to temperature-sensitive assets as well as create a hazardous working environment. Additionally, delayed repairs or maintenance on the chiller system can lead to more extensive damage.
The proposed contract action is to procure the specific services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.
Interested parties may submit unclassified responses (capability statement) to this notice by email to Mrs. Jennifer Calisi at jennifer.calisi@us.af.mil, Ms. Mia Orris at mia.orris@us.af.mil, and Ms. Clarissa Baker at clarissa.baker@us.af.mil no later than 10 September 2025. No other communications will be entertained.
This is not a Request for Proposal (RFP) or Invitation for Bid (IFB); The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information to be solicited. Although “proposal” and “offeror” are used in this presolicitation, your responses will be treated as information only. It shall not be used as a proposal. We anticipate a sole source procurement IAW 10 U.S.C. 2304.
