About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) is conducting market research through a Request for Information (RFI) regarding replacement capabilities for the NOAAPort Satellite Broadcast Network, with RFI responses due October 29, 2026, at 12:00 p.m. Eastern Time. This is a sources sought notice for market research only; no award will be made from this RFI, and participation is voluntary and does not guarantee eligibility for future contract opportunities.

NOAA seeks information on approaches to replace the legacy NOAAPort system with commercially available cloud-based, terrestrial, satellite, hybrid, or other innovative distribution solutions. The replacement system must distribute National Weather Service (NWS) data and products to geographically dispersed users with mission-critical reliability, 99.99% operational availability, and minimum continuous throughput of 100 Mbps to thousands of concurrent endpoints. The system must support ingestion, processing, and distribution of NWS data and products through common internet protocols including APIs and MQTT, interface with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and Centralized Integrated Real-Time Repository for Unified Services (CIRRUS), and include dynamic priority queuing to ensure life-safety alerts receive zero-wait delivery paths. The replacement platform will reside within a FISMA-moderate or FISMA-high enclave as part of the operational NWS cloud environment and must be multi-cloud capable.

The current NOAAPort system is scheduled for deactivation August 31, 2027, driven by NWS cloud enterprise migration and Federal Communications Commission reallocation of upper C-band spectrum. Respondents should address technical architecture, low-latency deterministic transport, bandwidth efficiency, traffic prioritization, weather resilience, security and data integrity protocols, migration timelines, and rough order of magnitude cost estimates distinguishing one-time implementation costs from recurring operational costs. The anticipated NAICS code is 541512 (Computer Systems Design Services) with a $34 million small business size standard. NOAA encourages responses from small businesses, including HUBZone, SDVOSB, WOSB, EDWOSB, 8(a) participants, and SDB firms, and will use submitted information to inform acquisition strategy and set-aside decisions.
