About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) is seeking to procure up to ten AN/APY-11 Multi-Mode Radar (MMR) Systems for installation on NOAA's forthcoming C-130J aircraft fleet. The procurement includes non-recurring engineering elements for system design and configuration, as well as optional 360-degree auxiliary radar panel upgrades. This requirement operates under a sole source restriction authorized by 41 U.S.C 3304(a)(1) and FAR 6.302-1, with the justification that only one responsible source can satisfy the agency's requirements. The government will evaluate technical acceptability and fair and reasonable pricing to determine contract award. The formal Request for Proposal (RFP) is anticipated to be issued on or about August 15, 2025, and will be sent directly to the sole source provider rather than posted on SAM.gov.

This procurement does not utilize any set-aside designations and will be awarded as a single award contract to the sole source provider. The contract includes a five-year performance period running from approximately November 30, 2025, through November 29, 2030, during which optional Contract Line Item Numbers may be exercised at any point. The requirement falls under NAICS code 334511 for Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. No specific budget range or award value has been disclosed in this pre-solicitation notice. The procurement is being managed by NOAA's Eastern Acquisition Division on behalf of the Office of Marine and Aviation Operations' Platform and Infrastructure Acquisition Division.
