About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) has issued a Special Notice for the procurement of specialized hydrographic data processing software to support their Marine Operations Center-Pacific (MOC-P) facility in Newport, Oregon. This mission-critical procurement seeks to acquire CARIS HIPS and SIPS Professional software licenses along with BASE Editor software, which are essential tools for processing multibeam sonar, side-scan sonar, and related geophysical datasets collected by NOAA's fleet. The notice was posted on September 10, 2025, with responses due by September 12, 2025, providing contractors with only a two-day window to respond. The procurement falls under the Software Publishers NAICS code (513210) and is categorized as business application software with perpetual licensing. No set-aside designations have been applied to this opportunity, making it open to all qualified contractors.
The primary objective of this procurement is to ensure NOAA's shoreside technical support teams can effectively process, quality-control, and deliver high-quality hydrographic data that supports navigation safety, fisheries, and oceanographic missions. The software renewal and updates are necessary to maintain compatibility with evolving hardware and operating systems while enabling technical staff to troubleshoot field data, train shipboard personnel, and produce standardized data products for charting, habitat mapping, and scientific research. Contractors must be capable of delivering the specified software within 14 days after receipt of order, with anticipated delivery by September 30, 2025. The procurement includes two licenses of CARIS HIPS & SIPS Professional Software Download and one license of BASE Editor Software Download. Given the extremely short response timeframe and the specialized nature of the software, this opportunity appears targeted toward established vendors already familiar with CARIS products and NOAA's technical requirements.
