About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) is seeking to procure a new Marine Sanitation Device (MSD) for the NOAA Ship Nancy Foster through a competitive solicitation. The specific requirement is for an electro-oxidation process MSD, with a strong preference for the OMNIPURE MODEL 12MC or an equivalent device that meets precise technical specifications. The procurement will follow a Lowest Price Technically Acceptable (LPTA) evaluation criteria, with offerors required to submit electronic quotes by 11:00 AM Eastern on April 2, 2025, to michelle.walton@noaa.gov. Potential bidders must be registered in the System for Award Management (SAM) database and must demonstrate compliance with MARPOL 73/78 and USCG 33 CFR 159 standards. Questions about the solicitation are due by March 27, 2025, and the anticipated award date is April 21, 2025.

The solicitation falls under NAICS category 336611 (Ship Building and Repairing) and is not set aside for any specific small business designation. The contract will be a firm fixed-price award with delivery FOB Destination to the NOAA Ship Nancy Foster in North Charleston, SC. The successful contractor will be responsible for performing a ship-check, developing installation drawings, and delivering the MSD along with 12 months of consumable operating supplies. Installation is expected to begin no earlier than October 15, 2025, at an industrial shipyard on the East Coast or Gulf Coast. The complete project, including device procurement and installation, is anticipated to be completed within one year after receipt of order, with draft installation drawings due by April 30, 2025, and final documents required by May 30, 2025.

Notice text

Brand Name: "NOAA Ship NANCY FOSTER requires replacement of its Marine Sanitation Device (MSD). Due to space limitations and safety reasons, the new device is required to utilize an electro-oxidation process to eliminate the need to store hazardous materials. The OMNIPURE™ MODEL 12MC is what is currently used on the ship. Procuring a different make/model would require additional engineering and modifications to the ship that would add additional cost to the overall MSD renewal as well as require storage of additional HazMat.
As the OEM of the ship’s current MSD, OmniPure possesses unique knowledge of the existing MSD and offers devices that possess the required electro-oxidation process. While similar devices utilizing a similar process are available on the market, none utilize the required in line electro-oxidation process. Similar units have additional sub-systems that produce Sodium Hypochlorite as a secondary process and then inject into the effluent. This requires additional space requirements and a storage tank."

Procure new Marine Sanitation Device per attached specification.
