About this opportunity

The National Oceanic and Atmospheric Administration (NOAA), through its Eastern Acquisition Division, is soliciting a contractor to perform comprehensive Service Life Extension Program (SLEP) repairs and upgrades to the NOAA Ship Henry B. Bigelow, a 209-foot research vessel homeported in Newport, Rhode Island. The contract will encompass extensive work including vessel repowering, structural hull repairs, electrical system upgrades, mechanical system servicing, equipment replacements, and various preservation and maintenance tasks. Contractors must be registered with an active Unique Entity ID in SAM.gov and demonstrate capability to manage a complex marine repair project. The government will award a firm fixed-price contract based on a best-value evaluation considering both price and non-price factors. The Request for Proposal is scheduled for release on December 26, 2025, with proposals due February 26, 2026, followed by the anticipated contract award and performance commencement for long-lead material procurement.

This is a full and open competition with no set-asides designated for small businesses or other categories. No incumbent contractor is identified in this pre-solicitation notice. The contract performance will take place at the contractor's facility, with an estimated 14-month industrial phase commencing on or about February 15, 2028, and concluding on or about April 14, 2029, excluding vessel transit time. The comprehensive scope includes major systems such as diesel exhaust fluid tank installation, tail shaft removal and replacement, propeller blade and hub replacement, bow thruster overhaul, emergency generator servicing, dynamic positioning system replacement, and fire and alarm system upgrades. Specific budget or contract award value information has not been disclosed in this pre-solicitation notice, though the scope and complexity of the work suggests a substantial contract. Prospective contractors may contact Contracting Officer Andrew Northcutt or Contract Specialist Tamara Horton at NOAA for additional information prior to solicitation release.
