About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) through its National Environmental Satellite, Data, and Information Service (NESDIS) is conducting a combined Sources Sought Notice and Request for Information on capabilities to provide operations, maintenance, sustainment, and new development for NOAA's Data, Infrastructure, Science, C2, and Operations Services (DISCOS), with responses due August 28, 2026 at 11:00 AM Eastern Time. NOAA intends to establish a NESDIS-wide Multi-Award Indefinite Delivery/Indefinite Quantity (MA-IDIQ) contract vehicle but is not currently soliciting proposals; responses are for market research only and will not result in awards or payment.
DISCOS encompasses on-premises and cloud-based infrastructure supporting on-orbit satellite mission operations, science data processing, and mission support systems across eight functional areas: Architecture and Systems Engineering, Cybersecurity, Command and Control, Data Operations, Enterprise Infrastructure, Spectrum Management, Science Operations, and Spacecraft and Instrument Reachback. Part One SSN requires a Statement of Capabilities (6 pages maximum) addressing experience in these functional areas and recommendations on acquisition approaches, including commercial contracting practices and Firm Fixed Price contract types per Executive Order 14402. Responses must include a Google Interest Form submission by August 14, 2026 at 1:00 PM Eastern Time.
Part Two RFI addresses data modernization strategy and requests recommendations on operational models including Data-Operations-as-a-Service, managed cloud services, or hybrid arrangements, with evaluation of Government-Owned Contractor-Operated versus Contractor-Owned Contractor-Operated approaches. RFI responses (30 pages maximum) must address four acquisition pathways, scalability, intellectual property approaches, transition methodology, pricing for a 10-year lifecycle (January 1, 2028–December 31, 2038), and compliance with NIST and FISMA cybersecurity standards.
NAICS code 541330 (Engineering Services) applies with a $15 million size standard. NOAA intends to award multiple contracts per functional area rather than a single consolidated MA-IDIQ; small business set-asides remain undetermined pending industry input. Optional one-on-one meetings with interested vendors are anticipated in September or October 2026.

-----------------------------------------------------
This is a combined Sources Sought Notice (SSN) and Request for Information (RFI). The National Environmental Satellite, Data, and Information Service (NESDIS) under the National Oceanic and Atmospheric Administration (NOAA) seeks information from interested parties on capabilities to provide operations, maintenance, sustainment, and new development for NOAA’s Data, Infrastructure, Science, C2, and Operations Services (DISCOS). These include both on-premises and cloud-based infrastructure supporting NOAA’s on-orbit satellite mission operations, science data processing, and mission support systems. NOAA also requests information on approaches to optimize NOAA’s enterprise data operations architecture.
This SSN/RFI consists of two parts. Part One (SSN) requests a statement of capabilities for the identified functional areas to conduct market research for a potential future NESDIS Multi-Award, Indefinite Delivery/Indefinite Quantity (MA-IDIQ) contract vehicle to provide DISCOS. Part Two (RFI) requests additional information from vendors interested in providing enterprise data operations services to NESDIS.
Additional details are provided in the attachment labeled NOAA NESDIS DISCOS MA-IDIQ - SSN_RFI of this notice.
