About this opportunity
The National Oceanic and Atmospheric Administration is issuing a Request for Information regarding procurement of Commercial-off-the-Shelf Software as a Service Mobile Device Management licenses, with responses due October 5, 2026 at 2:00 PM ET.
NOAA's Office of the Chief Information Officer seeks approximately 3,500 core MDM licenses to manage multiple operating-system platforms across the enterprise, with an optional volume of 3,500 Mobile Threat Management licenses. The solution must support Apple (iOS/iPadOS/macOS), Google (Android/ChromeOS), and Microsoft (Windows 10/11) platforms. The anticipated contract structure is a Firm-Fixed-Price Task Order with a Base Year plus four Option Years, optionally including Technical Account Manager consulting support.
The solution must be FedRAMP Authorized and maintain FISMA Authority to Operate status. Minimum requirements include a Section 508-compliant end-user support portal enabling password resets, device management controls, and remote device wipes; integration with NOAA's Single Sign-On via Google Workspace Enterprise and ForgeRock OpenAM/OpenDJ; automated enforcement of DISA Security Technical Implementation Guides; Zero-Day Support for new iOS/iPadOS and Android versions; Over-the-Air enrollment support; remote actions including over-the-air lock, passcode reset, device locate via GPS, and selective or full enterprise wipe; YubiKey/Security Key for phishing-resistant multi-factor authentication; and FedRAMP-certified cloud backup and restore options.
Migration support from IBM MaaS360 is critical. Respondents must describe tools and methodologies for transitioning approximately 3,500 devices with minimal downtime and address containerization, automated remediation for non-compliant devices, Apple Declarative Device Management and Apple Business Manager support, and AI controls.
Responses in PDF format not exceeding five pages (excluding cover page and table of contents) must include company profile, capabilities statement, and preliminary pricing broken down by core MDM licenses, optional MTM licenses, and hourly consultancy rates.
