The call center will provide critical fisheries data processing services, including data management, entry, retrieval, tracking, reporting, and archiving for various fishing quota programs. Contractors must be capable of operating a year-round call center in Anchorage, Alaska, with services running 7 days per week from 6:00 AM to midnight Alaska time. Interested vendors are required to submit 5-page capability statements by March 5, 2025, at 2:00 PM Mountain Time, with submissions accepted only in Adobe or Microsoft Office file formats. Potential contractors must demonstrate the ability to maintain 95% accuracy and timeliness for primary and secondary duties, with response times ranging from 1 hour to 3 days depending on the specific task.
The procurement is not set aside for any specific small business category, making it open to all qualified vendors. The current contract is held by Dataflow Alaska, Inc., which has operated the call center since 2015 and has utilized all four option years of the previous contract. The new contract period will run from August 16, 2025, through August 15, 2026, with four additional one-year option periods potentially available. The current operation maintains 10 operators, including a supervisor and lead technician, and handles approximately 945 calls monthly, with peak activity during May-November. The government will provide specific office equipment, while the contractor must furnish workspace, utilities, internet connectivity, and operational infrastructure, with the call center required to be located within 15 miles of the NOAA OLE office in Anchorage.
