About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) is seeking to procure Long Lead Time Material (LLTM) for a Fast Rescue Boat (FRB) 5-year overhaul project scheduled for Fiscal Year 2026. The procurement is a sole-source contract intended to be awarded to Allied Systems Company, the original equipment manufacturer (OEM) of the boat's davit system. This acquisition will cover specific replacement parts including a complete winch, wire rope assembly, off-load hook, foundation hardware, gauges, actuators, and coupling parts. The contract will be executed under FAR Part 13 procedures, with statutory authority provided by 41 U.S.C. 3304(a)(1), which allows for procurement from the only responsible source capable of meeting agency requirements. Interested parties have until 10:00 AM EST on March 14, 2025, to submit a capability statement to Contract Specialist Andre Frantz, demonstrating their comprehensive understanding and technical ability to meet the project specifications.

The contract is not set aside for any specific business category and falls under NAICS code 336611 for Ship Building and Repairing, with a business size standard of 1,300 employees. Allied Systems Company is the sole source for this procurement due to their status as the OEM, and only their service technicians are authorized to perform maintenance and install parts for the rescue boat davit system. Materials are scheduled for delivery on or before August 29, 2025, to the Marine Operations Center Atlantic in Norfolk, Virginia. While no specific contract value is disclosed, the procurement is focused on critical long lead time materials necessary for the ship's maintenance. The contract represents a targeted approach to ensuring proper equipment functionality and maintaining the manufacturer's warranty by using original manufacturer components and technicians.
