About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) is soliciting quotes for 135 EMI Surge Adapters designed to provide electromagnetic interference and surge protection for RS-232 signal lines at the National Logistics Support Center. The adapters must be built to specific technical requirements including filtering 24 of 25 pins, operating at up to 38,400 baud, withstanding 500 watts per signal line surge protection, and functioning in temperatures ranging from -17C to +49C. NOAA intends to award a firm-fixed price contract using the Lowest Price Technically Acceptable (LPTA) evaluation method, assessing offerors on specifications compliance, past performance including quality and timeliness, and total price including shipping. All contractors must be registered in the System for Award Management (SAM) with a valid UEI, and offerors must respond to items 1 through 9 in the Instructions to Offerors to avoid disqualification. The solicitation deadline has been extended to September 2, 2025, by 4:00 PM EST, with quotes submitted electronically to the contracting officer.
This procurement is designated as a 100% small business set-aside under NAICS code 334417 for Electronic Connector Manufacturing, restricting participation to qualified small business entities. The contract requires delivery of 15 first articles within 90 days followed by 120 remaining units, all with a one-year warranty against material workmanship and operational faults. Performance will occur at the National Logistics Support Center located at 14200 Merritt Road in Grandview, Missouri 64030, with specific packaging and marking requirements following MIL-STD-129M and MIL-STD-1189B standards. The suggested source of supply is Caron Enterprises, Inc. in Girard, Pennsylvania, though no specific contract value is disclosed in the solicitation documents. Offerors must provide comprehensive past performance references and certifications, with the government reserving the right to make an award without discussions based on initial quotes submitted.
