About this opportunity

The National Oceanic and Atmospheric Administration seeks fabrication and delivery of 2.54-meter buoy frames and bridles for the National Data Buoy Center, with an amended proposal deadline of May 28, 2026 (extended five days from the original May 23 date). This is a 100% small business set-aside under NAICS code 332999 (All Other Miscellaneous Fabricated Metal Product Manufacturing).

Place of performance is John C. Stennis Space Center, Mississippi. The procurement requires fabrication of four complete 2.54-meter buoy framework assemblies and four bridle assemblies with bridles and padeyes in accordance with referenced drawings (ATHULL2.0-N1002 and ATBDL2.0-F1002) and applicable standards including AWS D1.2/D1.2M for aluminum welding and AWS D1.6/D1.6M for stainless steel welding. The contractor must submit welding procedures and welder qualifications conforming to AWS D1.2 prior to fabrication, provide vendor-supplied material certifications for all aluminum materials, and conduct a hull pressure test per NDBC-8090 with government witness notification at least two weeks in advance. A first article must be delivered within 120 calendar days for government testing and approval within 21 days; approval is required before fabricating remaining articles. All sharp edges must be broken and deburred per specification. Contractor employees may require access to NOAA facilities at Stennis Space Center.

All contractors must maintain active SAM registration and be verified as small businesses under the specified NAICS code. Evaluation is based on specifications compliance, past performance (minimum two references required), and pricing. Award will be firm fixed price to the responsive responsible quoter offering best value. An amendment issued May 21 provided vendor inquiry responses and updated drawings; all previous quoters must sign and return the amendment SF-30 acknowledging required changes, or submissions will no longer be considered.
