About this opportunity
Naval Sea Systems Command is preparing to solicit finite element analysis and drop-test validation services for a CNS model 10-160 Type B cask, with responses to the sources-sought notice due July 20, 2026, and a total small business set-aside anticipated.
Place of performance is Naval Station Norfolk Shipyard (NNSY), Norfolk, Virginia. The contractor must conduct finite element analysis and hand calculations to validate compliance of the cask—without impact limiters installed—with 49 CFR 173 regulatory requirements for shipment as a DOT 7A Type A container. Simulated contents must be classified as DOT 7A Type A, IP-2 or similar. The period of performance runs from approximately August 24, 2026, through August 23, 2027, or upon satisfactory completion of analysis.
Work requires on-site access via Defense Biometric Identification System (DBIDS) card. Contractor personnel must comply with Federal and State OSHA requirements and NNSY's Occupational Safety, Health and Environment Program Manual. Portable electronic devices are subject to restriction: camera-enabled devices are authorized in the Controlled Industrial Area and Security Islands but prohibited in Controlled Nuclear Information Areas, Nuclear Work Areas, and Open Storage Areas. All PEDs are prohibited while in or on Department of Navy Submarines.
NAICS 541990 applies. This is a sources-sought notice for market research; the government is confirming small business capacity and competition viability before formal solicitation. All small business categories—8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned—are encouraged to respond with capabilities statements and small business status confirmation.
