About this opportunity

The National Nuclear Security Administration (NNSA) is seeking expressions of interest from prospective entities capable of providing office space within the National Capital Region through leasing, long-term occupancy permits, or purchase arrangements. The agency requires between 325,000 and 425,000 square feet of Class A office space within 45 miles of Washington, DC, though they may consider locations up to 60 miles away if substantially more cost-effective. Interested parties must demonstrate capabilities in operating, building-out, managing, financing, permitting, planning, repairing, protecting, and maintaining active office facilities. The NNSA is open to cooperative agreements with other federal entities and will consider spaces that are divided into multiple offices or alternative business models that support their operations and mission. Responses to this Request for Information are due by October 10, 2025, and the information gathered will be used to analyze potential spaces and potentially issue a formal Request for Proposal.

This pre-solicitation notice does not include any set-aside designations and is open to all qualified entities including federal agencies, property owners, property managers, contractors, teams, consortiums, and joint ventures. No current incumbents or contractors are identified in the notice, and no specific award values or budget ranges are disclosed at this preliminary stage. The space requirement represents a substantial footprint of 325,000 to 425,000 square feet, indicating a significant federal presence operation. The NNSA has indicated flexibility in their approach by being willing to consider spaces that may be broken up into multiple locations as long as they meet the minimum square footage requirement. The timeline suggests this is an early market research phase, with the agency using responses to determine next steps for a more formal procurement process.

Notice text

The National Nuclear Security Administration (NNSA), requests an expression of interest from prospective entities (federal agencies, property owners, property managers, contractors, teams, consortiums, joint ventures, etc.) capable of leasing, LTOP, or purchasing space, and operating, building-out, managing, financing, permitting, planning, repairing, protecting, and maintaining active office within 45 miles of the Washington, District of Columbia. The space should be between 325,000 and 425,000 square feet and must be suitable for class A office space. The NNSA may be open to looking at spaces outside the distance requirement of 45 to about 60 miles if the space is substantially more cost effective. The NNSA is willing to consider options that would require a Co-op agreement with other federal entities. The NNSA is also willing to consider spaces that are broken up into multiple offices or spaces that meet the minimum 325,000 square foot requirement, considering other tradeoffs and best value.

The NNSA seeks to gather information on what steps to take next to fully analyze this type of opportunity, as well as to gather broad data and understanding of the questions and concerns of potential participants. The NNSA will consider other approaches to this business opportunity and respondents are encouraged to submit alternative business models to support the NNSA’s operations and mission. The NNSA will use information received from this Request for Information (RFI) to analyze potential spaces within the National Capital Region (NCR) and potentially issue a Request for Proposal (RFP).
