About this opportunity

The Department of the Interior Fish and Wildlife Service seeks replacement of a failed Lochinvar FTX500N heat exchanger at its Southwestern Native Aquatic Resources and Recovery Center in Dexter, New Mexico, with proposals due September 21, 2026. The procurement is a Women-Owned Small Business set-aside (100 percent reservation for WOSB firms) and will be awarded on a firm-fixed-price basis using a best-value tradeoff process.

Place of performance is the facility's Fish Culture building boiler room at 7116 Hatchery Road, Dexter, NM 88230-9608, with work performed during regular government hours (Monday–Friday, 6:00 a.m. to 3:30 p.m.), except non-duty hours work requiring prior written approval. The boiler system is critical to thermal regulation for endangered fish species; the heat exchanger must be fully operational by October 31, 2026, before winter temperatures begin. Period of performance runs September 25 through October 31, 2026.

The contractor must possess commercial HVAC or specialized boiler maintenance experience with Lochinvar systems and supply all specialized rigging equipment, tools, and safety gear. Deliverables include a Lochinvar OEM replacement heat exchanger, gasket replacement kit, burner refractory replacement, flow switch replacement, neutralizer rocks refill, and manufacturer return freight handling for the failed core. The quoted price must include all labor, materials, equipment, tools, transportation, freight, and other costs. The existing boiler carries a 10-year Lochinvar manufacturer warranty; the contractor shall purchase the replacement heat exchanger upfront, front factory evaluation shipping costs, and pass any warranty credit back to the government upon receipt.

NAICS code is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance, with a size standard of $12.5 million. Evaluation factors are technical approach, technical experience, past performance, and price. The contract incorporates Buy American requirements, Service Contract Act labor standards, and sustainable products provisions. Questions and quotations must be emailed to Dana Arnold, Contracting Officer, at dana_arnold@ios.doi.gov. Technical coordination is managed by William Knight, Project Lead/Hatchery Manager, at 575-323-2303 or william_knight@fws.gov.
