Place of performance is the FWS New Mexico Fish and Wildlife Conserve Office in Albuquerque, New Mexico, with delivery required 90 days after receipt of order. The UTV must be delivered at ground level as the receiving station has no loading dock.
The vehicle specifications are tightly defined: Sage Green Polaris Ranger SP 570 base model with Poly 2-seat Sport Roof, Polaris Pro HD 4,500 lb. Winch, Standard Rear Brushguard, Front and Rear A-Arm Guards, Front Pulse Bar and Harness, Upper Front Bumper, Rear Bumper, and sun visors. Operational requirements driven by muddy terrain use include 2-person side-by-side capacity with overall length under 112 inches; no windshield, rear window panel, or fully enclosed doors; gas-powered engine with minimum 500 cc displacement and 44 HP; bed dimensions of at least 32 inches deep by 42 inches wide with minimum 500 lbs. weight capacity; 4-wheel drive with minimum 11 inches ground clearance and 25-inch tires. The UTV must handle extraction from difficult terrain and dense brush navigation.
Evaluation applies a three-factor approach: Technical Acceptability (pass/fail), requiring compliance with all mandatory requirements; Past Performance (pass/fail), requiring satisfactory performance on similar contracts with no terminations for cause or default within three years; and Price, evaluated for reasonableness. Award goes to the lowest-priced technically and past-performance acceptable offeror. Quotations must be submitted via email to Carter Duke at carter_duke@ios.doi.gov on official business letterhead with completed FAR provision 52.212-3.
