About this opportunity

The Fish and Wildlife Service seeks fabrication and installation of a 3,500-gallon water tank on a government-furnished 2004 Sterling truck chassis at Bitter Lake National Wildlife Refuge in Roswell, New Mexico, with quotes due September 1, 2026. This is a 100% Total Small Business set-aside with emphasis on Economically Disadvantaged Women-Owned Small Business (EDWOSB) eligibility, though women-owned small business (WOSB) concerns are also eligible.

Place of performance is Bitter Lake National Wildlife Refuge; contract administration is handled by FWS SAT 2 in Falls Church, Virginia. The period of performance runs from September 9, 2026, through March 1, 2027, with delivery required by March 1, 2027. The NAICS code is 333998 (All Other Miscellaneous General Purpose Machinery Manufacturing) with a small business size standard of 700 employees.

The contractor must fabricate a single-compartment modified elliptical steel tank with double-bottom construction, including a 20-inch top-mounted manway with vented fill lid, three-inch overflow piping, three-inch hydrant fill connection with anti-siphon air gap, four-inch outlet connection, full-height sight gauge, and rear-mounted access ladder. The existing water system operates via PTO with air availability; the contractor shall retain existing pressure outlets (2.5-inch and 1.5-inch discharges) and replace rusted spray heads and water bars. All electrical components must comply with Federal Motor Vehicle Safety Standards (FMVSS), including LED clearance lighting, stop/tail/turn lights, amber warning beacons, and backup alarm. All surfaces require mechanical preparation with epoxy primer and baked acrylic urethane finish coat.

Wage Determination 2015-5455 (Revision 30) applies for Chaves County, New Mexico. Award will be made to the lowest-priced quotation that meets all technical requirements, with technical conformance weighted more heavily than price. Quotes are submitted on Standard Form 1449 via email to jeremy_riva@ios.doi.gov. The contracting officer is Jeremy Riva (303-535-4788). Amendments 0001 (extended deadline to September 1) and 0002 (added photos) were posted August 18, 2026.
