About this opportunity
The U.S. Fish and Wildlife Service seeks construction services for electrical system upgrade and roof replacement within the Biology Compound at Bitter Lake National Wildlife Refuge, Roswell, New Mexico, with quotations due September 4 at 1700 hours local time. The procurement is set aside for small business concerns.
Place of performance is Bitter Lake National Wildlife Refuge in Chaves County, New Mexico. The work comprises two line items: replacement of the existing 200-amp 3-phase main panel with a new 200-amp 2-phase panel, removal and reinstallation of non-compliant conduit and wiring, trenching approximately 72 feet, and installation of a new 200-amp exterior-mounted distribution panel; and roof replacement on approximately 2,863 square feet using a 60-mil fleece-back EPDM roof system (or TPO as an equivalent alternative per Amendment 1) with a minimum 20-year no-dollar-limit manufacturer warranty. The contractor must be a manufacturer-certified applicator for the proposed roofing system, possess appropriate safety certifications and insurance, and comply with OSHA standards. All work must maintain the historical integrity of the 1937 CCC-constructed adobe structure and be completed within 45 days of award—this is designated an emergency requirement.
The estimated price range is $25,000 to $100,000. The NAICS code is 236220, Commercial and Institutional Building Construction, with a small business size standard of $45 million. Davis-Bacon Act wage rates apply (Wage Determination NM20260014). A payment bond is required for awards exceeding $35,000; both payment and purchase bonds are required for awards exceeding $150,000. Evaluation factors include technical approach, proposed schedule, relevant experience (three similar projects completed within five years preferred), and price. A mandatory site visit is scheduled for August 25, 2026 at 0900 hours. Work hours are 0700 to 1630 Monday through Friday. Amendment 1, published September 1, clarifies that TPO membrane roofing systems are acceptable as equivalent to EPDM, provided membrane thickness matches specifications.
