About this opportunity
The National Institute of Standards and Technology seeks construction services to extend the Building 1 Wing 6 demising wall vertically to the structural concrete deck above, eliminating a 2–3.5 foot gap and thermally and mechanically isolating Wing 6 from the Spine corridor, with proposals due July 15, 2026. This is a total small business set-aside (NAICS 236220, $45.0 million size standard). A mandatory site visit is scheduled for July 2, 2026 at 1:00 PM in front of Building 1; individuals attending must be identified by June 30. Questions are due July 6.
Place of performance is 325 Broadway, Boulder, Colorado. Work is performed during regular business hours (Monday–Friday, 0600–1800 Mountain Time, excluding federal holidays and NIST closures) over a period of performance of 183 days from issuance of the Notice to Proceed.
The base scope (CLIN 0001) includes extending the demising wall, infilling holes in gypsum sheathing separating the Women's restroom from the Spine corridor, and sealing all penetration gaps with fire-rated sealants. The contractor provides all labor, equipment, materials, construction debris disposal, and construction zone barriers. An optional scope (CLIN 0002) includes reconstructing storage room #4089 with new wall construction, hollow metal frames and doors with NIST-standard security hardware, fire-rated sealant at all penetrations, additional fire sprinkler protection, interior room signage, interior lighting, and lock and core coordination with NIST.
Contractors must comply with Davis-Bacon prevailing wage requirements (effective May 18, 2026, ranging from $11.76 to $56.57 per hour base plus fringe), obtain HSPD-12 PIV compliance and security clearances, submit a detailed site-specific Safety Plan within seven days of award (required before Notice to Proceed issuance), and secure multiple site permits including Roof Access, Penetration, Hot Work, Fire Protection System Impairment, and Excavation permits. The contractor must also comply with extensive NIST Boulder campus safety, security, and operational requirements detailed in the general contractor requirements and safety plan checklist attachments.
