About this file

This document is a Site Security Specifications guide issued by the NIST ESO (Emergency Services Office) dated June 10, 2019, detailing comprehensive security requirements for federal facilities.

The specifications establish mandatory standards for camera systems (Avigilon brand exclusively), exterior and interior security doors with specific panic bars, alarm contacts, and keypads, and electronic access control systems. Camera requirements include 2MP fixed infrared cameras for exterior doors at 8-10 feet height, 2MP PTZ cameras for exterior coverage, and 5MP cameras for large exterior areas like parking lots, with all installations connected via CAT6/CAT6+ black cabling through existing network switches. Security door specifications vary by door type and location, requiring Von Duprin panic bars, GE/Sentrol alarm contacts, and Identiv MRIA2 with HID RPK40-H Model 921PHRNEK0005D keypads (ADA-compliant mounting required), with both interior and exterior keypads mandatory on most doors. Interior security doors must use Schlage locks (ND96PD or ND80PD) or Kaba CDX10 for high-security areas. Interior non-security doors require ASSA ABLOY IN120 wireless or IN220 Power-over-Ethernet locks with GS2011 radios, Best Small Format Interchangeable Cores (A2 keyway), and lock licenses provided by contractors. Mechanical door controls specify Schlage ND10S latching passage sets and prohibit door coordinators or automatic flush bolts.

Networking infrastructure must be TAA and Buy American compliant, utilizing Cisco Catalyst 3850 switches (WS-C3850-24U-S) with coordinated procurement through OISM POC Will Jenkinson, GLC-LH-SMD single-mode fiber between buildings, and Systimax patch panels (24 or 48 port configurations). All security equipment requires emergency power backup for 24 hours, UPS support, dedicated secure closets, factory-certified installation, and connectivity verification prior to ESO acceptance. Additional requirements include single-mode fiber for all projects, metallic rigid conduit installation (not exceeding 75% fill on existing conduit), comprehensive wiring documentation and labeling, glass break sensors on all ground-floor windows with fragment retention film, and property tag documentation through purchase orders/shipping receipts. All wiring diagrams, testing certifications, and blueprints must be delivered to the NIST Government Contracting Office and ESO within 30 days of project completion, with contractors prohibited from retaining copies. Any deviations require explicit ESO approval.
