About this opportunity

The United States Department of Agriculture's Forest Service, specifically the National Interagency Fire Center (NIFC) in Boise, Idaho, is conducting a Sources Sought Notice for National Incident Support Cache (NISC) Pyrotechnics, which includes various types of mechanized and non-mechanized flares used for starting prescribed fires and back-firing to burn out fuels. The solicitation seeks qualified vendors capable of providing specific FireQuick Flare products, including hand-launched, pistol-launched, and dual-launcher flare systems with specific NFES item numbers. Vendors must submit a capability statement limited to ten pages, including company details such as SAM number, size standard, existing government contract numbers, and proof of authorization as a certified vendor for FireQuick Products. The evaluation will focus on core capabilities, available technology, past performance, and differentiators that demonstrate ability to meet the specified deliverables. Responses are due by April 2, 2025, at 5:00 p.m. Eastern Daylight Time, to be submitted via email to Theresa Hood.

The pre-solicitation notice indicates no specific set-aside for this contract opportunity, with the NAICS code 332994 for Small Arms, Ordnance, and Ordnance Accessories Manufacturing. The contract is anticipated to have a base period with four additional one-year option periods, suggesting a potential five-year total performance timeline. While no specific award value or budget range is mentioned, the solicitation suggests the government is conducting market research to develop a follow-on solicitation for these pyrotechnic supplies. The Forest Service reserves the right to terminate the request, change requirements, and will not reimburse vendors for response preparation. Additionally, the agency emphasizes that this Sources Sought Notice does not constitute a formal solicitation, does not guarantee contract award, and serves primarily as a planning and information-gathering mechanism for potential future procurement.
