About this opportunity

The Strategic Weapons Facility Pacific (SWFPAC), under the Department of the Navy Strategic Systems Programs, is soliciting up to 223 hours of consulting and architect services to migrate a mission-critical legacy Microsoft Access database to Nintex Automation (K2) platform. The contractor must deliver 36 SmartObjects, 4 SQL Stored Procedures, 12 Lookup Table Forms, 1 Lookup Table Approval Workflow, 11 additional approval workflows, core transaction and form solutions with approval workflows, SQL table auditing, solution architecture documentation, and knowledge transfer services. Key contract requirements include remote work performance using the contractor's own equipment and software, delivery of all work by June 5, 2026, and utilization of proprietary tools (Apper and FlowBase) essential to the migration. The Government will evaluate offers based on price reasonableness and past performance as part of the responsibility determination. The solicitation due date is April 10, 2026, at 5:00 PM local time, with performance scheduled to commence April 15, 2026.

This requirement is set aside exclusively for Women-Owned Small Business (WOSB) concerns, specifically Economically Disadvantaged Women-Owned Small Business (EDWOSB) eligible firms, awarded on a sole source basis. The current incumbent is Flowcision LLC, which previously performed a similar migration under Navy contract N0040625PS379 awarded in August 2025; however, the proprietary tools developer has since been hired by Ai Global Solutions, which now holds exclusive rights to the required proprietary tools. The contract is firm fixed-price with an estimated dollar value that has been redacted from public documents. All work will be performed remotely at the contractor's facility, with place of performance designated as Silverdale, Washington 98315. Invoices must be submitted via Wide Area Workflow (WAWF) to SWFPACACCOUNTING@SWFPAC.NAVY.MIL, and offerors must be registered in the System for Award Management (SAM) with their CAGE code and company size designation.
