About this opportunity
The Naval Supply Systems Command (NAVSUP) Weapon Systems Support office in Philadelphia is procuring repair services for rotary rudder blades (Part Number 70101-31000-046, NSN 7R 1615 011589678) through a pre-solicitation notice posted on December 4, 2025, with a response deadline of December 9, 2025. This sole source procurement is intended for repair work, with the government currently anticipating award under an existing Basic Ordering Agreement (BOA N0038322GY601) with Sikorsky. While this is not a formal competitive solicitation, all responsible sources may submit capability statements, proposals, or quotations for consideration, and the government will accept proposals received within 35 days of this synopsis to determine whether competitive repair should be pursued. The procurement will follow Federal Acquisition Regulation (FAR) Part 15 procedures, with evaluation criteria focusing on the contractor's ability to meet agency requirements for this specialized component. Firms not already approved to manufacture this material must submit a Source Approval Request (SAR), though submission of such requests will not delay the government's acquisition process.
This pre-solicitation notice does not include a small business set-aside designation, and award is anticipated as a sole source repair to Sikorsky under the existing BOA. The procurement involves a quantity of two rotary rudder blades, classified under NAICS 336413 (Other Aircraft Parts and Auxiliary Equipment Manufacturing) and PSC 1615 (Helicopter Rotor Blades, Drive Mechanisms and Components). The government does not own the technical data or drawings for this component and lacks rights to obtain the part from alternative sources, which serves as the basis for the sole source justification under 10 U.S.C. 3204(a)(1). Electronic procedures will be used for this solicitation, with submissions to be posted to NECO. No specific contract value is disclosed in this pre-solicitation notice, and the timeline indicates the government intends to proceed expeditiously with award issuance following receipt and evaluation of proposals.
