About this opportunity
The Naval Supply Systems Command (NAVSUP) Weapon Systems Support office in Philadelphia seeks to procure repair services for one inboard retention plate (P/N 70358-06612-042, NSN 9W 1615 010745153) under a sole source arrangement. This procurement falls under the helicopter rotor blades, drive mechanisms, and components category and will be conducted in accordance with FAR Part 15 procedures. The Government has determined that only one responsible source can satisfy its requirements, citing the unavailability of necessary drawings and technical data to support competition from additional vendors. While this is being pursued as a sole source acquisition, the notice indicates that all responsible sources may submit capability statements, proposals, or quotations for consideration, and any proposals received within 35 days of this synopsis posting will be evaluated. The due date for submissions is January 15, 2026, providing potential offerors with one week from the posting date on January 8, 2026 to prepare and submit their responses.
This procurement carries no small business set-aside designation and is anticipated to be awarded to Sikorsky under the existing Basic Ordering Agreement N00383-22-G-Y601. The requirement involves a quantity of one unit with no specific budget range disclosed in the notice. Firms not already approved to manufacture this material must submit a Source Approval Request (SAR), though the Government has indicated it will not delay this requirement to await SAR approval. The solicitation will utilize electronic procedures and will be posted to NECO for visibility. No drawings or data are available from the Government, which may present a constraint for any potential competitors attempting to develop alternative sources or capabilities for this specialized helicopter component repair.
