This was a multiple-award indefinite delivery/indefinite quantity contract spanning a five-year base period (September 15, 2026 through September 14, 2031) plus an optional six-month extension, with a portfolio ceiling of $3 billion across all awards combined and a minimum guaranteed order of $2,000 per IDIQ contract. Place of performance was Bethesda, Maryland, with secondary operations in Hamilton, Montana, though remote work and international travel could be required.
The procurement supported specialized scientific and professional expertise across basic, translational, and clinical research; vaccine research and development; laboratory research at biosafety levels 2 through 4; veterinary and animal research in ABSL-2 through ABSL-4 environments; and bioinformatics and computational biology. The labor category structure included over 250 labor categories at multiple skill levels, from entry-level technicians to senior scientists with doctoral degrees, with pricing based on fully loaded hourly rates that remained fixed and non-escalating across the five-year period. Base period labor hours totaled approximately 7.7 million hours.
All contractor personnel required background investigations commensurate with Tier 2S (Moderate Risk Public Trust) position sensitivity designation and compliance with HSPD-12 requirements. The procurement was full and open competition with no small business set-aside, though small business orders under the simplified acquisition threshold would be set aside; a 33.25% small business subcontracting goal applied.
Task orders were to be issued competitively on a cost reimbursement, time and materials/labor hour, and fixed price basis. The proposal had undergone nine amendments between March and May 2026, with the most recent extensions and clarifications issued May 5 and May 6 before the May 8 cancellation decision.
