About this opportunity

The National Institute of Allergy and Infectious Diseases (NIAID), a component of the Department of Health and Human Services, intends to negotiate a sole source, firm-fixed-price purchase order with LORENZ International, LLC to upgrade their Electronic Common Technical Document (eCTD) system. The contract will involve upgrading the LORENZ docuBridge system from version 21.1 to version 24.2, which is critical for maintaining regulatory compliance and minimizing security vulnerabilities. The upgrade services include system configuration, role-based staff training, and maintaining the system's validated state under 21 CFR Part 11. Interested vendors may submit a capabilities statement within 18 days of the notice's publication to potentially challenge the sole source determination. The government plans to award the contract within 25 days of the notice, with the point of contact being Contracting Officer Tamara McDermott.

The procurement is not set aside for any specific business category, though LORENZ is classified as a small business under NAICS code 541512 (Computer System Design Services), which has a size standard of $34.0 million. The period of performance is scheduled from January 20, 2025, to September 29, 2025, approximately eight months in duration. The original docuBridge system was initially purchased in 2021 through a full and open competition (Purchase Order 75N93021P01495), and this upgrade will include options for additional configuration, installation, and training services. While specific contract value details are not disclosed, the scope suggests a targeted, specialized technology upgrade focused on maintaining NIAID's regulatory technology infrastructure. The government reserves the right to use submitted information as needed and is not obligated to provide feedback or acknowledge responses to this notice.
