About this opportunity
Naval Air Systems Command (NAVAIR) intends to solicit a sole-source Basic Ordering Agreement delivery order with Bell Textron Inc. to procure pilot training and maintainers training services for AH-1Z Nigeria Helicopters, with closest hard date of July 24, 2026 for this pre-solicitation notice.
The procurement is justified under 10 U.S.C. 3204(a)(1) and FAR 6.103-1 Overhaul, as Bell is the sole designer, developer, manufacturer, and system integrator of the H-1 platform and possesses the exclusive data, technical skills, and knowledge required to deliver timely training on the aircraft's design, fabrication, performance, operation, maintenance, and support characteristics.
Training operations will support twenty-four full calendar months of instruction for pilots and maintainers using five operating classrooms, a Flight Training Device, and five AH-1Z Helicopters (four for pilot training, one as maintenance trainer). The training encompasses removal and replacement of Line Replaceable Unit assets, helicopter operations and maintenance, service support, independent preservation, and delivery support. Place of performance is CONUS (Continental United States), supporting Nigeria SAO operations.
The period of performance spans FY27 through FY31, totaling forty months including pre-training receiving, asset preparation, storage activities, and post-training pack-up and shipment of material and equipment. No set-aside is applied to this procurement.
