About this opportunity

The National Institute of Allergy and Infectious Diseases (NIAID) Vaccine Research Center is procuring an extended warranty for one Alto Digital Surface Plasmon Resonance (SPR) instrument manufactured by Nicoya. The warranty must include original equipment manufacturer parts, repairs, travel services, software updates, and licenses to support the center's Vaccine Immunology Program and maintain FDA compliance for phase 3 clinical trials. This procurement is being conducted as a Request for Quotes under Simplified Acquisition Procedures with a brand name restriction, meaning only Nicoya or authorized dealers can respond. The solicitation operates under NAICS code 811210 with a small business size standard of $34 million, and the government will evaluate quotes based on responsibility and compliance with stated requirements. Third-party vendors must guarantee their emergency response time to Nicoya Life as part of their submission. The quote submission deadline is September 22, 2025, with delivery required within 10 days after receipt of order.

This procurement does not include any small business set-aside designation despite the applicable size standard. The justification and approval documentation indicates this is effectively a sole-source acquisition, with Nicoya of Kitchener, Ontario, Canada identified as the responsible source for the extended warranty services. While no specific contract value is disclosed in the solicitation materials, the procurement will result in a firm fixed-price purchase order award. The warranty covers one SPR instrument and will support pre-clinical and clinical endpoint testing for infectious disease research including HIV, Influenza, and Ebola studies. Performance will occur at the NIAID facility located at 9 West Watkins Road in Gaithersburg, Maryland, with the broader place of performance designated as North Potomac, Maryland.
