About this opportunity

The Defense Logistics Agency (DLA) Strategic Materials Directorate has issued a Request for Information (RFI) seeking vendor capability information regarding the potential acquisition of Class I Nickel metal for the National Defense Stockpile. This is a pre-solicitation notice for planning purposes only and does not constitute a binding obligation or formal solicitation. Interested vendors must submit a capability statement not exceeding 20 pages by March 19, 2026 at 3:00 PM EST addressing seven required categories: General Data, Material Information, Supply Information, Delivery Information, Storage Information, Market Information, and Additional Information. The RFI requires vendors to address critical specifications such as material grades, forms, impurities, testing methods, supply chain capabilities, delivery capacity, storage conditions for long-term retention exceeding 25 years, pricing, and market dynamics. Responses should be directed to contract specialist Felicia London and contracting officer Alicia Barrowman with "RFI - Class I Nickel" in the subject line.

This opportunity has no set-aside designation and carries no current incumbent or stated award value. The government is seeking information on the potential procurement of 3,500 metric tons of Class I Nickel metal, with delivery to one of four possible government depots: Hammond Depot (Indiana), Hawthorne Depot (Nevada), Scotia Depot (New York), or Columbus Depot (Ohio). The RFI explicitly states that responses are voluntary, will not be returned to vendors, and the government will not reimburse any costs incurred in preparing submissions or provide feedback on individual responses. Companies should not expect payment for their participation, and all submissions automatically become government property. The government will evaluate responses to determine whether and how to proceed with a formal solicitation based on the capability information received.
