About this opportunity

The Defense Health Agency Contracting Activity, Healthcare Contracting Division - South, is conducting market research through a Request for Information to identify offsite sterilization service providers for Naval Hospital Pensacola, Florida, with responses due by June 12, 2026. This is not a solicitation; responses do not constitute offers and will not trigger award.

The requirement calls for complete sterile processing and instrument maintenance services for surgical instrumentation and trays at an offsite Offsite Reprocessing Center. The contractor shall perform cleaning, decontamination, assembly, sterilization, packaging, and delivery of approximately 150 surgical trays per week. Transportation occurs between NHP's Sterile Processing Department (Building 2012, Room 2012) and the contractor's facility via the loading dock at Building 2268 on Tuesdays and Fridays between 1400 and 1800 CST, with all trays processed and returned within 72 hours.

The contractor must maintain active ISO 9001 and ISO 13485 certifications and comply with ANSI/AAMI ST79, CDC, OSHA, The Joint Commission, and original equipment manufacturer standards. Performance thresholds include a maximum allowable defect rate of 5% and an acceptable quality level of 95% compliance across turnaround time, sterilization and quality standards, logistics and scheduling, and defect resolution and tracking. Non-chargeable errors—bioburden, patient-impacting case delays, lack of sterility, and sterilizer malfunctions—shall be replaced at contractor expense. Delivery drivers require only a valid state driver's license, proof of vehicle insurance, and vehicle registration; no Common Access Card is required.

The anticipated NAICS code is 561910 (Packaging and Labeling Services); responses should recommend alternative NAICS codes with rationale if appropriate. Based on RFI responses, the Government may set aside this requirement for Small Business or procure through Full and Open competition. The contract structure includes a base year plus three option years.
