About this file

This is a Performance Work Statement (PWS) for offsite sterile processing services at Naval Hospital Pensacola (NHP) issued by the Defense Health Agency. The contractor shall provide complete sterile processing and instrument maintenance services for surgical instrumentation and trays at an offsite Offsite Reprocessing Center (ORC), including cleaning, decontamination, assembly, sterilization, packaging, and delivery. The contract requires transportation of approximately 150 surgical trays per week between NHP's Sterile Processing Department (located in Building 2012, Room 2012) and the contractor's facility via the loading dock at Building 2268. Pickups and deliveries shall occur on Tuesdays and Fridays between 1400 and 1800 CST, with all trays processed and returned within 72 hours. The contractor must maintain active ISO 9001 and ISO 13485 certifications and comply with ANSI/AAMI ST79, CDC, OSHA, The Joint Commission, and original equipment manufacturer standards throughout all processing activities.

The Performance Work Statement establishes strict quality thresholds with a maximum allowable defect rate of 5% and requires the contractor to maintain an acceptable quality level (AQL) of 95% compliance across four key performance objectives: turnaround time (72-hour processing), sterilization and quality standards (sterility, bioburden removal, packaging integrity), logistics and scheduling (adherence to pickup/delivery windows), and defect resolution and tracking (documentation of all service report remedies). The contractor shall provide all personnel, equipment, supplies, facilities, vehicles, tools, and materials necessary for performance and must develop and maintain a comprehensive Quality Control Plan within 30 days of award. The contract includes a base year plus three option years and covers the period of performance through coordination with the Contracting Officer's Representative (COR). Non-chargeable errors—including bioburden, patient-impacting case delays, lack of sterility, and sterilizer malfunctions—shall be replaced at the contractor's expense. The contractor's delivery drivers require only a valid state driver's license, proof of vehicle insurance, and vehicle registration for temporary visitor passes; no Common Access Card is required. The contractor must comply with all base security and traffic regulations and shall not transfer clinical waste on behalf of the Government.
