About this opportunity

The Department of Health and Human Services Centers for Disease Control and Prevention (CDC) is seeking a CLIA-certified laboratory to perform comprehensive medical testing for the National Health and Nutrition Examination Survey (NHANES) program. The solicitation (RFP 75D30125R00073) requires a contractor to conduct specialized laboratory testing on biological specimens from approximately 20,000 individuals, including comprehensive metabolic panels, chemistry tests, lipid panels, high-sensitivity C-reactive protein, and urinary analyses. The contract will be an Indefinite Delivery/Indefinite Quantity (IDIQ) award using a best value trade-off approach, with technical capability being the most important evaluation factor. Proposals must be submitted electronically by January 9, 2025, at 1:00 PM EST, with preliminary questions due by December 27, 2024, at 4:30 PM EST. The evaluation will assess technical approach, facilities/equipment, past performance, and pricing, with proposals limited to 100 pages for the technical volume and 15 pages for past performance.

The solicitation does not indicate any specific set-aside designations for the contract. The base period will run from February 14, 2025, to February 13, 2026, with four potential one-year option periods extending through February 13, 2030. Contractors must process between 3,000-5,000 samples annually per test type, maintain -80C sample storage for one year, and submit results within 21 days of sample receipt. Performance will take place across the United States, with weekly sample shipments expected from five examination centers. While specific award values are not disclosed, the contract requires detailed pricing for 18 distinct laboratory testing and administrative line items, with each test type having minimum and maximum quantity thresholds. The contractor must participate in the CDC Lipid Standardization Program, perform NIST calibrations, and maintain proficiency testing certifications, ensuring high-quality national health statistics generation.

Amended RFP 01 - The Questions and Answers portion of the RFP was posted on December 31, 2024; please see the attached spreadsheet.

The National Health and Nutrition Examination Survey (NHANES) is a program of studies conducted by the National Center for Health Statistics (NCHS) designed to provide national statistics on the health and nutritional status of the civilian, non-institutionalized U.S. population through household interviews, standardized physical examinations, and the collection of biologic samples in special mobile examination centers. The survey oversamples minority groups and other subgroups of the population. It is estimated that approximately 20,000 individuals ages one year and older will be examined during the period of performance of this contract. The purpose of the testing is to generate national estimates and monitor trends in chronic diseases, such as kidney, liver and heart disease.

This Statement of Work (SOW) seeks to obtain Clinical Laboratory Improvement Amendments (CLIA) certified laboratory measurements on biological specimens.
NHANES is requiring an Indefinite Delivery/Indefinite Quantity (IDIQ) in order to be able to place orders for the below listed chemistry tests:
• Comprehensive Metabolic Panel (CMP): albumin, alanine aminotransferase (ALT), alkaline phosphatase (ALP), aspartate aminotransferase (AST), bicarbonate, blood urea nitrogen (BUN), creatinine, glucose, potassium, sodium, chloride, total bilirubin, total calcium, and total protein;
• Other Chemistry tests requested: cystatin-C, gamma glutamyl transferase (GGT), iron, lactate dehydrogenase (LDH), magnesium, and uric acid;
• High-sensitivity C-reactive protein (hs-CRP);
• Lipid Panel: Total cholesterol, high-density lipoprotein (HDL), and triglycerides;
• Urinary albumin and urinary creatinine

The contractor shall provide all labor, equipment, supplies, services, permits, and licenses necessary to perform these measurements. The specimens will bear only anonymized sample IDs. The contractor will not be privy to any otherwise original identifiers such as participants’ social security numbers, etc. As well, the contractor will not be given access to any derived means, with which personally identifiable information could be arrived.
