About this opportunity

The Naval Sea Systems Command, through the Naval Surface Warfare Center (NSWC) Crane, is procuring two 9300 Battery Cyclers and two Validation Bundles for Power Electronics, which are electrical testing and measurement instruments used for power electronics validation. This solicitation is being issued as a sole source procurement under FAR Part 13 authority, with the justification that the government requires conformity in testing methodology and needs all equipment to come from the same testing source to ensure commonality. Key requirements include that offerors must be properly registered in the System for Award Management (SAM) and may submit capability statements for consideration, though the government retains sole discretion to determine whether to conduct a competitive procurement. The evaluation approach appears to focus on the vendor's ability to provide the specific 9300 equipment with appropriate specifications (1,200 V, 333 A, 100 KW capacity with IVI Drivers) and meet the firm fixed-price terms. The solicitation closing date is October 24, 2025, at 4:00 PM Eastern Standard Time, with all updates and amendments to be posted on SAM.gov, which vendors are responsible for monitoring.

This solicitation contains no set-aside designation, and the proposed sole source is Testforce USA, Inc., located in Addison, Texas, though other responsible sources may submit capability statements for agency consideration. The contract will be awarded on a firm fixed-price basis with a 14-week delivery schedule for the equipment to be delivered to NSWC Crane in Crane, Indiana. While specific award values are not disclosed in the solicitation notice, the requirement includes unique item identification for items with a government unit acquisition cost of $5,000 or more, suggesting substantial equipment value. The contractor will be required to provide reports through the Wide Area WorkFlow (WAWF) system and must coordinate with technical point of contact Jessica M. Allsop and contract specialist Alicia A. Dobbyn. Performance is scheduled for delivery within 14 weeks to NSWC Crane, located in Crane, Indiana 47522.
