About this opportunity
The Department of the Navy's Naval Surface Warfare Center, Philadelphia Division (NSWCPD) is seeking design agent engineering and technical services for navigation, steering, and propulsion control systems across multiple naval platforms. The procurement focuses on comprehensive management, development, testing, troubleshooting, repair, configuration, maintenance, and fleet sustainment of electronic charting display and information systems (ECDIS) for various submarines and surface ships, including Ohio, Los Angeles, Seawolf, Virginia class submarines, and multiple surface vessel classes like DDG-51, DDG 1000, and LCS. The contract will be a Cost-Plus-Fixed-Fee (CPFF) Indefinite-Delivery Indefinite-Quantity (IDIQ) awarded on a sole source basis to Northrup Grumman Maritime Systems (NGMS) under 10 U.S.C. 3204(a)(1). The RFI requires potential respondents to submit electronic responses to tracy.j.biondo.civ@us.navy.mil by 5:00pm EST on February 5, 2025, with submissions limited to five pages plus a cover page. Key qualifications include U.S. citizenship, security clearance up to SECRET level, and specific experience in naval system engineering.
The pre-solicitation notice indicates no specific set-aside designations for this procurement. The contract will be performed primarily at contractor facilities in Charlottesville, VA (90%) and aboard U.S. Government ships (10%), with approximately 140 trips required both domestically and internationally. The total level of effort is estimated at 109,360 hours across eight labor categories, with key personnel requirements including a Program Manager Level III with 15 years experience and an Engineer Level IV with 10 years experience. While specific award value is not detailed, the comprehensive nature of the work suggests a significant contract scope covering multiple naval platforms and complex technical services. Contractor personnel must possess expertise in system design/integration engineering, test and evaluation, integrated logistics support, system installation, and obsolescence management. The NAICS code for this procurement is 541330 (Engineering Services), and the PSC category is R425 (Support-Professional: Engineering/Technical).
