US Army Contracting Command - Aberdeen Proving Ground Edgewood Division (ACC-APG ED) on the behalf of the Joint Project Manager for Nuclear, Biological and Chemical Contamination Avoidance (JPM NBC CA) intends to post solicitation W911SR-13-R-0006 for the Next Generation Chemical Detector (NGCD) Technology Development (TD) Phase on or around 12 July 2013, with proposals due 45 days thereafter NAICS Code 334511.
NGCD consists of three (3) variants: Variant 1 is for Multi-Sample Identifier; Variant 2 is for Surface Contaminant Locator and Variant 3 is for Platform/Site Air Monitor
The purpose of this acquisition is to procure prototypes for the Next Generation Chemical Detector (NGCD) Technology Development Phase on a full and open competitive basis. The NGCD TD Phase is an effort to evaluate the state of technology for detection of Chemical Warfare Agents (CWA), Toxic Industrial Chemicals (TICs), and Non-Traditional Agents (NTAs) in support of the Chemical Biological Radiological Nuclear (CBRN) defense programs.
The Government anticipates utilizing Cost-Plus-Incentive-Fee (CPIF) contracts for variant prototype development and test support. The government intends to make multiple awards per variant.
The TD Phase will consist of a Breadboard test event followed by a Brassboard Test event (Option) and finally a Final Prototype Test event (Option). The JPM NBC CA will use the results of Brassboard Testing (Option) and Final Prototype Testing (Option) to determine if the program is sufficiently mature for a Milestone B decision.
The solicitation will include the following documents: NGCD Performance Specification, Performance Work Statement, Contract Data Requirements List, NGCD Security Classification Guide and DD Form 254, Contract Security Classification Specification.
