About this opportunity

The National Geospatial-Intelligence Agency (NGA) is issuing a Request for Information (RFI) to gather market research on commercial Applicant Tracking System (ATS) solutions that leverage artificial intelligence to support its Human Development Talent Acquisition Office. The RFI seeks mature, innovative ATS platforms capable of managing the entire recruitment process from job posting through onboarding, with critical functional requirements including AI-powered semantic resume screening, candidate matching, predictive analytics, automated communications, interview scheduling, offer letter generation, and end-to-end auditing capabilities. The solution must comply with multiple federal frameworks including the Office of Personnel Management's 80-day Hiring Model, Executive Orders 13932 and 14170, and the Chance to Compete Act of 2024, which prioritize skills-based hiring and technical assessments over degree requirements. Security and compliance evaluation criteria are rigorous, mandating FedRAMP Authorized cloud hosting at Moderate impact level, data residency in the Continental United States, FIPS 140-2 encryption, Section 508 accessibility compliance, NIST SP 800-53 controls, and supply chain security compliance with FASCSA standards. Responses to this non-binding RFI must be submitted by April 15, 2026 at 4:00 p.m. Eastern Time to Grant.I.Njoku@nga.mil and Brandon.M.Woodson@nga.mil, including a maximum 10-page white paper and responses to detailed RFI questions provided in Attachment 2.

This is a pre-solicitation notice with no set-aside designation, no identified incumbent contractors, and no contract award value specified at this stage. The RFI is issued under FAR 52.215-3 for information and planning purposes only and does not constitute a commitment to award a contract or represent a request for formal proposals. Interested vendors will bear all response costs at their own expense. Following the RFI process, selected vendors are anticipated to participate in a no-cost pilot program in the third quarter of 2026, executed through a Bailment Agreement that grants NGA temporary possession and use of the vendor's ATS solution for testing and evaluation in Springfield, Virginia. The Bailment Agreement permits testing for a duration of up to one year with either party able to terminate with 30 calendar days' notice, and it establishes that NGA will provide no financial compensation and that the vendor retains all intellectual property rights while NGA gains a royalty-free, nonexclusive license for evaluation purposes limited to NGA employees and authorized contractor support personnel. The procurement falls under NAICS code 513210 (Software Publishers) and PSC code DA10 (IT and Telecom—Business Application/Application Development Software as a Service), and the agency will evaluate responses based on security compliance, functional capabilities, AI transparency with bias mitigation, system configurability, and alignment with federal hiring reform mandates.
