About this opportunity

The National Geospatial Intelligence Agency's Office of Force Protection is seeking upfit services for police vehicles through the National Geospatial Intelligence Agency. The government intends to award up to three Basic Ordering Agreements to qualified contractors who can provide comprehensive vehicle upfit services including labor, materials, parts, tools, equipment, and all necessary management to complete the work. The scope of work encompasses upfitting operations vehicles, Tactical Response Team vehicles, and K9 vehicles for both the Springfield, Virginia and St. Louis, Missouri locations, with all work to be performed at the contractor's facilities. Contractors must be capable of transporting vehicles that exceed 100 miles from the Springfield facility and 50 miles from the St. Louis facility to and from their own facilities. This is a full and open competition opportunity under NAICS code 811121 (Automotive Body, Paint, and Interior Repair and Maintenance), with the formal Request for Proposals expected to be posted on or about April 20, 2026, and a deadline for submission set for April 17, 2026.

No set-aside designations have been applied to this procurement, meaning all eligible firms may compete. The Statement of Need document specifies extensive and detailed technical requirements for vehicle upfits across three operational divisions, including precise lighting configurations, console installations, K9 transport systems, storage solutions, winches, radio equipment, and specialized interior modifications, all of which must comply with industry standards for electrical installation and mechanical construction. The procurement does not specify an overall contract value or budget range in the pre-solicitation notice. The government anticipates awarding multiple agreements simultaneously, with the ability to issue orders under each BOA for the upfit services needed across both geographic locations over the contract period. Prospective contractors should review the attached Statement of Need document carefully, as it provides detailed specifications and requirements that will form the basis for proposal evaluation and contract performance.
