About this opportunity

The National Geospatial-Intelligence Agency (NGA), Office of Protective Services, is seeking to procure police duty boots for uniformed officers serving at facilities in St. Louis, Missouri and Springfield, Virginia. The boots must be black in color and meet comprehensive performance specifications including aggressive slip-resistant rubber outsoles, high-performance EVA or equivalent midsoles for shock absorption, durable construction from materials such as full-grain leather, suede, ballistic nylon, or Cordura fabric, and cushioned insoles to reduce foot fatigue. Additional mandatory features include anti-microbial moisture-wicking liners for breathability, high-shaft or tactical designs for substantial ankle support, and secure lacing systems, with optional composite safety toe protection and side-zipper systems for rapid donning and doffing. The vendor must also offer a range of boot options suitable for different operational environments, including waterproof models for wet or cold climates and lightweight, breathable designs for hot weather conditions. Boots must be available in women's sizes 4-11 and men's sizes 6-15. This is currently a Pre-Solicitation Notice in the form of a Request for Information (RFI), with responses due by 5:00 PM ET on April 30, 2026, to Kenneth.M.Lehrmann@nga.mil and Janet.D.Richards@nga.mil.

No set-aside designation has been applied to this procurement. The RFI does not constitute a commitment to contract or issue a future Request for Proposal, and the government will not reimburse vendors for response costs. The solicitation documents do not specify an estimated award value or budget range, nor do they indicate the quantity of boots required or a specific contract timeline. The RFI requests that vendors provide administrative information including company details, UEI and CAGE codes, GSA FSS contract status, and SAM registration, along with commercial and government experience from the past three years. Vendors are also asked to provide recommendations regarding contract type, terms, pricing strategies, and whether small business set-asides should be considered in any subsequent formal solicitation. No security clearances are required for participation in this opportunity.
