About this opportunity
The National Geospatial-Intelligence Agency has awarded a sole-source contract modification to the incumbent Curator II contractor under a limited-sources justification, incorporating additional development into the Enterprise Secure Ingest System Pilot Phase 5 through August 2027.
NGA cited FAR 6.103-1 and 10 U.S.C. 3204(a)(1), asserting that only one responsible source can satisfy agency requirements. The Curator System is a highly specialized secure ingest mechanism that protects the National System for Geospatial-Intelligence from malicious content by intercepting and nullifying potentially dangerous data prior to arrival into the NGA Enterprise. The incumbent contractor possesses unique qualifications and subject matter expertise developed through continuous operational and technical support, detailed organizational knowledge of Curator System integration with enterprise systems including Enterprise Cross Domain Services and NSG Consolidated Library, and direct support of prior ESIS Pilot phases. NGA determined that competition would incur unacceptable delays due to onboarding, security access, environment familiarization, and knowledge transfer requirements, and would likely increase overall cost and risk through duplicative analysis and development efforts. The contract modification extends from April 2026 through August 2027. NGA determined the cost elements covered under the existing Forward Pricing Rate Agreement are fair and reasonable. A follow-on competitive acquisition is planned within the next 18 months. The specific contractor name and contract value are redacted.
Notice text
Under the authority of FAR 6.103-1, the National Geospatial-Intelligence Agency (NGA) has issued a Justification for Other Than Full and Open Competition for the Curator II contract, to incorporate additional development into the ESIS Pilot Phase 5. This scope of work will go through the end of the current contract, August 2027. The Curator II program provides a highly specialized secure system operating as an ingest mechanism that protects the National System for Geospatial-Intelligence (NGS) from malicious content, by intercepting and nullifying potentially dangerous data prior to its arrival into the NGA Enterprise. This action is necessary to meet NGA's evolving needs for the Curator System by successfully completing the remaining ESIS Pilot phase to integrate the ESIS as a fullly-operational capability with the Agency. This notice is made IAW FAR 8.405-6(a)(2)(i) and is not a request for proposals.
Awarded contract HM047622C0053 to unknown vendor for unknown amount on 2026-05-19.
