About this opportunity
The National Geospatial-Intelligence Agency (NGA) has published a Special Notice regarding a sole source contract modification with Technomics, Inc. for the Cost Assessment and Program Evaluation (CAPE) program. This notice was posted on November 20, 2025, and is classified as a Total Small Business set-aside opportunity. The modification will be issued under FAR 6.302-1 (a)(2)(iii), which permits sole source awards when only one responsible source can satisfy agency requirements. NGA has determined that Technomics, Inc. is the only available contractor with the requisite skills, experience, and Top Secret/Sensitive Compartmented Information (TS/SCI) clearance to perform the required functions. This action is intended to bridge the gap while NGA completes its follow-on competition and ensures continuity of mission support.
The objective of this sole source modification is to enable NGA to receive independent, data-driven cost assessments and program evaluations that support the agency's future strategic direction while maintaining uninterrupted support during the transition period. The contract extension will run for one year and is essential to NGA's logistics operations to prevent mission gaps until the follow-on contract is awarded. Contractors interested in challenging this sole source determination must submit written notification to the Contract Specialist by 12:00 p.m. EST on November 26, 2025, providing sufficient supporting evidence demonstrating their capability to meet the requirements. Eligible respondents must possess or be able to obtain TS/SCI clearance and demonstrate relevant experience in cost assessment and program evaluation services. The Government reserves the discretion to evaluate responses and determine whether to compete the procurement based on the evidence submitted, though no competitive solicitation will be issued at this time.
Notice text
The National Geospatial-Intelligence Agency (NGA) intends to issue a sole source modification to an existing contract with Technomics, Inc. under the authority of FAR 6.302-1 (a)(2)(iii) “Only One responsible source and no other supplies or services will satisfy agency requirements” to continue supporting the Cost Assessment and Program Evaluation (CAPE). This extension will enable NGA time to complete the follow-on effort competition and support a transition period to ensure no disruption to the current support. The Government has determined that Technomics, Inc. is the only sources reasonably available that has the current skills, experience, and TS/SCI clearance to continue to perform all functional areas. The sole source modification to the existing contract will provide NGA with the ability to provide independent and data driven assessments and program evaluations to drive NGA’s future. These attributes provided by the current contractor are essential to NGA’s logistics operations to ensure there are no gaps in mission until the follow-on contract competition is completed.
The period of performance of the extension to the current contract will be for a total of 1-year.
This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2, Synopses of Proposed Contract Actions and is not a request for competitive proposals. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contract Specialist no later than 12:00 pm EST on 26 November 2025. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the response to this notice is solely within the discretion of the Government.
