About this opportunity

The Naval Surface Warfare Center Philadelphia Division (NSWC Philadelphia), under the Department of the Navy Naval Sea Systems Command, is soliciting a three-year Firm-Fixed-Price Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for Nickel-Aluminum-Bronze (NAB) casting weld repair services. The contract requires two certified welders per delivery order to perform multi-pass welding repairs on naval propulsion components using MIG and TIG processes, with each delivery order spanning two weeks (80 hours) and a maximum of five trips per contract year. Offerors must be Women-Owned Small Businesses (WOSB) and demonstrate key personnel with minimum one year of experience in NAB welding at depths of six inches or more, current NAVSEA-approved weld workmanship certifications, and nondestructive testing certifications. The government will award the contract to the lowest priced technically acceptable offeror based on submitted technical proposals addressing capability and past performance, completed SF 1449 forms, and pricing proposals with commercial pricing support. The revised proposal due date is April 3, 2026 at 5:00 PM local time, following an amendment that extended the original March 18, 2026 deadline.

This solicitation carries no set-aside designations beyond the WOSB requirement. The contract spans three years from May 14, 2026 through May 14, 2029, with an estimated quantity of five delivery order units per year and a government minimum order of one unit and maximum of fifteen units across the entire contract period. The place of performance is the Naval Foundry & Propeller Center (NFPC) facility located in Philadelphia, Pennsylvania, where contractor personnel must work Monday through Friday from 0600 to 1500 hours. All contractor personnel require active Department of Defense security clearances at the CONFIDENTIAL level, completion of mandatory security training, and compliance with extensive OPSEC protocols due to work on classified naval components. Each delivery order represents the labor for two welders for eighty hours, with the contractor required to provide all equipment, materials, and travel costs within the firm fixed price for each order, with technical oversight provided by Joanna MacDonald.
