The Federal Energy Regulatory Commission seeks maintenance and support services for NextGen Simulation System software licenses, with quotes due September 17, 2026 at 10:00 AM Eastern Time. This is a sole-source procurement under FAR 6.302-1 (only one responsible source), with no small business set-aside.

Place of performance is FERC Headquarters, 888 First Street NE, Washington, DC 20426. The software suite combines steady-state (WinFlow) and transient (WinTran) pipeline hydraulic modeling capabilities, required by FERC's Division of Pipeline Certificates to analyze operational designs of regulated interstate natural gas pipeline systems. Approximately 50 percent of FERC-regulated interstate pipeline systems currently utilize models compatible only with Gregg Engineering's software, and no competing pipeline simulation software can import these hydraulic models. FERC has licensed this software for over 25 years with substantial engineer training investments; switching vendors would require retraining and delay regulatory analyses.

The contract is Firm Fixed Price with a base year plus four one-year option periods, not to exceed five years. Total anticipated contract value is $994,306.00. The pricing schedule covers 13 current NextGen Simulation System licenses with Gas Composition Module and Satellite Imagery Module renewals; upgrade of 12 stand-alone copies to Network Version; and maintenance of 3 stand-alone copies. Award will be made to the lowest priced technically acceptable quote, defined as quoting the exact items in the price schedule. Offerors must submit completed representations and certifications per FAR 52.212-3, current in SAM or as part of quote. The NAICS code is 513210 (Software Publishers) and PSC is 7A21.
