About this file

This is an Industry Day Questions and Answers document from a NextGen Submarine Rescue System (SRS) procurement event held on September 2, 2026. The document captures 12 industry questions and corresponding government responses regarding the development and operational requirements for a new submarine rescue capability.

Key procurement details include: the primary mission is rescue of disabled submarine (DISSUB) personnel, with occupancy requirements to be determined by industry design proposals rather than specified by the government. The system must achieve a Time to First Rescue (TTFR) beginning after SUBSUNK notification, assuming DISSUB location is known within the required search radius for 2,000 feet seawater operations. No Time to Last Rescue (TTLR) will be specified, and no saturation diving mission profile has been defined. The system will be Government-Owned, Contractor-Operated with contractor maintenance, though military personnel such as Navy Medical Officers may provide oversight. Decompression capability is not limited to installation on the Host Recovery Module (HRM) and may alternatively be installed on the Vessel of Opportunity (VOO). Interfaces must use common, accessible formats without proprietary software, code-access, intellectual-property, licensing, or specialized-tool restrictions that would prevent independent government integration, modification, diagnosis, repair, or sustainment. An RFI will be released in Q1 FY27 with draft Performance Requirements for industry feedback. The government has not finalized its acquisition strategy and is considering multiple contract vehicles, including OTA and MAC IDIQ options, with all pricing approaches under consideration.

Industry Day Q and A

Comment # Comment Response

What will the occupancy requirements be for system as a Sat Dive System vs its roll as an SRS?

The primary role of the NextGen SRS is to be a rescue system. The best occupancy number for the rescue of DISSUB personnel will depend on the design and innovative solution presented by industry.

“No proprietary software …. Excluding COTS subsystems)”. Can sensors and payloads connect via APIs or SDKs?

Interfaces shall use common, accessible formats and shall not impose proprietary software, code-access, intellectual-property, licensing, or specialized-tool restrictions that prevent the U.S. Government or its authorized contractors from independently integrating, modifying, diagnosing, repairing, or sustaining the system.

3 How many post certification (since IOC) manned dives does PRM have? This question is outside of the NextGen SRS scope.

TTFR is dependent on multiple factors, one of which is DISSUB location accuracy. Is there a programmatic requirement/assumption for search capability or search box area?

The primary role of the NextGen SRS is as a rescue system and not the search.

TTFR starts after the notification of SUBSUNK goes out. It includes an assumption that the DISSUB location will be known within the radius required by the system to complete a 2000 fsw dive.

In the Operational contract, do you predict the contractor operating the system will also use Navy Divers?

The desire is for a Government-Owned, Contractor-Operated system that is maintained by the contractor. While there may be some military personnel overseeing operations, such as Navy Medical Officers, all operations will be executed by the contractor.

Can you confirm you are not looking to install the decompression system onboard the VOO?

The decompression capability is not limited to being conducted only on the HRM.

An installed, separate decompression system on the VOO can still be presented as a potential viable option.

7 Will a TTLR be specified? A time to last rescue (TTLR) will not be specified.

8 What is the saturation diving mission? No specified saturation diving mission profile to be provided at this time.

You mention multiple contract vehicles are being considered. An OTA and MAC IDIQ are very different. The OTA allows sole source under certain conditions. If proceeding with a MAC IDIQ is plan to qualify multiple contractors then issue task orders for competition. Is fixed price being considered?

The Gov't has not finalized a decision on its acquisition strategy. All options are being considered.

Is there a plan to release a draft RFP for industry comment prior to formal RFP release?

An RFI will be released in Q1FY27 with the draft Performance Requirements to gather industry feedback

Can you repeat your thoughts on how much non-hrm is acceptable to been needed with the system?

The intent is to have industry provide us input on what would be an acceptable amount. The functional requirements are being defined, and the footprint is being controlled by the aircraft loadout and ship desk space requirements. We want to optimize to the requirements putting out for the rescue system, maximize flexibility of using VOOs with a crane, and achieve the mission for rescue while minimizing the logistical footprint – the government needs industry’s help understanding what is possible.

If search is not part of this effort, what is the localization accuracy of the DISSUB for purposes of evaluating timeline?

See answer to question #4.
