About this opportunity
The United States Air Force Life Cycle Management Center (AFLCMC), specifically the Special Warfare Program Office, is conducting market research to identify an advanced, ergonomically designed body-worn system for tactical operations. The procurement seeks a highly configurable, portable solution that can integrate existing tactical computing devices, communications equipment, targeting tools, and power sources into a modular, lightweight system compatible with tactical vests and MOLLE equipment. Key requirements include a central "smart" hub with storage capabilities, cross-domain network solutions, and compatibility with devices like Samsung S23 TE, AN/PRC-161/163/167 radios, and various GPS systems. The market research aims to evaluate emerging technologies that can provide operators with a decisive tactical advantage, with responses due electronically by 12:00 PM Eastern time on May 13, 2025. Potential vendors must be registered in the System for Award Management (SAM) database and are encouraged to submit detailed technical specifications, test results, delivery timelines, and cost estimates.
This pre-solicitation notice is not set aside for any specific small business category and appears to be open to broad industry participation, including both U.S. and non-U.S. firms. While specific award values are not disclosed, the procurement focuses on the Computer and Peripheral Equipment Manufacturing sector (NAICS 33411). The system's development will target integration with existing tactical equipment such as handheld radio batteries, BB 5590 power sources, AN/PRC series radios, and various GPS devices like DAGR and emerging M-code products. The government emphasizes that this is a market research effort and does not constitute a commitment to procurement, with the ultimate goal of exploring technologies that can transform how operators plan and execute tactical operations. Responses will be reviewed to assess vendor capabilities in creating a next-generation operational control system that meets the specialized requirements of Special Warfare units.

- BACKGROUND AND SCOPE The United States (US) Air Force Life Cycle Management Center (AFLCMC), Intelligence, Surveillance and Reconnaissance & Special Operations Forces (ISR & SOF) Directorate,Special Warfare Program Office (AFLCMC/WISN) is conducting market research to identify ergonomically designed, human-centered systems capable of integrating the existing tactical computing devices, fielded communications devices, targeting & other tactical equipment, and various fielded power sources. The solution will provide a highly configurable, man portable, body-worn, modular, easy-to-use system that connects and integrates current and future tactical equipment mounted/integrated on tactical vests and other Modular Lightweight Load-Carry Equipment MOLLE capable products.
- CAPABILITY GAP: Special Warfare requires a small, lightweight, portable, rugged, and configurable body-worn system that integrates existing dismounted peripherals/equipment to include, but not limited to:
- Tactical Comping Device: Example Samsung S23 TE.
- Power generation and management, connecting/integrate fielded power solutions: Examples Handheld Radio batteries, BB 5590s, and other commonly used power sources.
- Communication and VDL equipment: Examples: AN/PRC-161/163/167), ISR/VDL (TNR).
- GPS: Examples RSR, DAGR, and emerging M-code products.
- Range/Bearing equipment: Examples PLRF 25C
The Next-Gen OCS will explore emerging technologies to positively impact tactical operations, providing operators with a decisive advantage, enabling a transformation in how operators plan and execute tactical operations.
Emerging technologies will be evaluated for viability. Known examples include:
- Central “Smart” HUB: Storage, system management, host a server (example; TAK Server), run message engines (example BADL/ATRAX)
- Cross-domain solution (Unclassified to Classified Networks)
- Existing NIAP/CSfC compliance or removable hard-drive/storage
- Systems successfully fielded to US Military Organizations
