About this opportunity
The U.S. Army Project Manager Command & Control Infrastructure (PM C2I) and Army Contracting Command, Aberdeen Proving Ground is conducting market research through a Request for Information (RFI) to solicit industry feedback on Commercial Off-the-Shelf (COTS) or Non-Developmental Items (NDIs) for the Next Generation Mounted Command and Control Hub (MC2H). The MC2H will serve as a focal point through which Next Generation Command and Control (NGC2) layers pass on mounted platforms, enabling applications and data access to network and transport layers while facilitating communications between mounted platforms, dismounts, and stationary locations. Key requirements include detailed company profiles, technical capabilities, Software Defined Networking (SDN) integration, communications protocols, antenna configurations, cybersecurity measures, ruggedization standards per MIL-STD-810H and MIL-STD-461G, and operational performance in contested radio frequency environments. Responses must be submitted via email to Contracting Officer Jennifer Anderson and Contract Specialist Geoffrey Erhart by January 29, 2026 at 12:00 PM EST. This RFI is issued solely for information and planning purposes and does not constitute a formal solicitation, Request for Proposal, or commitment to contract; the Government will not reimburse response costs and will not accept unsolicited proposals.
This Pre-Solicitation Notice uses no set-aside designations and does not identify any current contractors or incumbents. No award value or budget range is specified in the RFI, as this is purely a market research activity to gather industry capability information. The response deadline of January 29, 2026 provides interested parties with a 16-day window to submit their feedback. Participation in this RFI is optional and does not affect future eligibility to participate in any subsequent formal solicitation that may be released on SAM.gov. All costs associated with responding to the RFI are the sole responsibility of respondents, and proprietary information should not be submitted as the Government will not be liable for any improperly identified proprietary data.

This request for information does not commit the Government to contract for any supply or service whatsoever. The Government is not seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in responding to this RFI; all costs associated with responding to this RFI will be solely at the interested parties’ expense.
