About this file
This document is a Request for Information (RFI) issued by the U.S. Army Project Manager Command & Control Infrastructure seeking industry feedback on Commercial Off-the-Shelf (COTS) or Non-Developmental Items (NDIs) for Mounted Vehicle Hubs. The RFI targets solutions for the Next Generation Mounted Command and Control Hub (MC2H), which will serve as a focal point for command and control layers on mounted platforms, enabling app and data access, network connectivity, and communications between mounted platforms, dismounts, and stationary locations.
The RFI requires respondents to provide detailed information about their solutions, including company profile, technical capabilities, SDN integration, communications protocols, antenna configurations, cybersecurity measures, ruggedization standards, and operational performance in contested radio frequency environments. Responses are due by 29 January 2026 at 12:00 PM EST and must be submitted via email to Contracting Officer Jennifer Anderson and Contract Specialist Geoffrey Erhart. The document emphasizes that this is a market research effort only, does not constitute a solicitation, and will not result in direct procurement or reimbursement of response costs.

REQUEST FOR INFORMATION: Next Generation Mounted Command and Control Hub (MC2H)
DESCRIPTION
The U.S. Army Project Manager Command & Control Infrastructure (PM C2I), Product Manager Mounted Command & Control (PdM MC2), and the Army Contracting Command, Aberdeen Proving Ground is conducting market research to request industry’s feedback regarding Commercial Off-the-Shelf (COTS) or Non-Developmental Items (NDIs) that are readily available as potential solutions for Mounted Vehicle Hubs.
The Mounted Command and Control Hub has a heritage in the development performed under the Mounted Mission Command Transport program and builds upon those capabilities and lessons learned. These hubs will serve as the focal point through which the Next Generation Command and Control (NGC2) layers pass through on mounted platforms. The hubs shall enable apps and data access to network and transport layers and facilitate communications with other mounted platforms as well as dismounts and other stationary locations.
THIS IS NOT A SOLICITATION: This Request for Information (RFI) is issued solely for information and planning purposes – it does not constitute a Request for Proposal (RFP), Request for Quotation, Invitation for Bid, or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Government is not seeking proposals and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in responding to this RFI; all costs associated with responding to this RFI will be solely at the interested parties’ expense. Proprietary information shall NOT be submitted. The Government shall not be liable for, or suffer, any consequential damages for any improperly identified proprietary information.
Not responding to this RFI does not preclude participation in any future RFP, if issued. If an RFP is released, it will be synopsized on the Sam.gov website. It is the responsibility of the interested party to monitor this site for additional information pertaining to this requirement. All material submitted in response to this RFI must be unclassified.
RFI Responses
Company Profile: The response should describe your company's core business and include the following:
i. Company name, company address, points-of-contact information, including name, phone number, and e-mail address, Commercial and Government Entity (CAGE) code, Unique Entity Identification (UEID) number, North American Industry Classification System (NAICS) code and current business size.
Responses shall be limited to no more than 20 pages for the entire submission (not inclusive of company information and attached charts).
Responses are due NLT 29 January 2026, 12:00 PM, Eastern Standard Time (EST) and must be submitted via e-mail only to the Government Points of Contact (POCs): Contracting Officer Jennifer Anderson (jennifer.d.anderson57.civ@army.mil) and Contract Specialist Geoffrey Erhart (geoffrey.r.erhart.civ@army.mil).
Request for Information Questionnaire
1. Is your solution COTS or NDI?
0. If NDI, provide the status of your solution? (e.g. Design, Prototype, Production, etc.)
0. If NDI, is it available to the public or Government-only?
1. Is your solution National Defense Authorization Act (NDAA) compliant?
1. Describe the ability of your device to provide an integrated Software Defined Networking (SDN) solution.
2. What are the capabilities?
2. What protocols are supported on the control plane?
2. What protocols are supported on the data plane between the hub and host platform, as well as the hub and any transport(s)? (e.g. Transmission Control Protocol/Internet Protocol/User Datagram Protocol, Multicast)
2. Does it interoperate with any other SDN solutions?
1. Describe any communications or transport capabilities, such as radio frequency, that are currently integrated with your product and provide details about their attributes and performance.
