About this opportunity
The Naval Air Systems Command intends to award a sole source, fixed price incentive firm target contract to Raytheon Company for the production of eleven Next Generation Jammer Mid-Band shipsets, along with associated support equipment, spares, non-recurring engineering, and data. As the sole designer and developer of the NGJ-MB system, Raytheon is the only source able to provide the goods and services without unacceptable delays and duplication of costs to the government. The deadline for responses to the pre-solicitation notice is September 9, 2021.
No set-aside will be used, as Raytheon is the only responsible source able to meet the Navy's requirements. The effort involves the production of mid-frequency electronic warfare payloads and shipboard systems under NAICS code 336412, with associated engineering and program management services falling under PSC code C503. Raytheon is the incumbent contractor for previous NGJ-MB low rate initial production lots. Estimated value is not provided, but quantities may be adjusted based on congressional authorization and appropriations.
Notice text
The Naval Air Systems Command (NAVAIR) at Patuxent River, MD intends to award a Fixed Price Incentive Firm Target (FPIF) contract to The Raytheon Company, Space and Airborne Systems (SAS), 2000 East El Segundo Blvd., El Segundo, California. This award will be on a sole source basis. The contract will provide for the Low Rate Initial Production (LRIP) Lot III production of an anticipated quantity of eleven (11) Next Generation Jammer Mid-Band (NGJ MB) shipsets (two pods per shipset), and associated support equipment, spares, non-recurring engineering, and data. The quantities identified herein are estimated and may be adjusted to reflect other such quantities as may be authorized and appropriated by Congress. This proposed contractual action will serve as the follow-on procurement to the NGJ-MB LRIP Lots I and II procured via contract N00019-21-C-0053.
As the sole designer, developer and manufacturer of the NGJ-MB system, Raytheon is the only source with the requisite knowledge, experience, and technical data required to successfully manufacture the system without causing unacceptable delays in meeting the Navy’s operational requirements. In addition, an award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The authority permitting other than full and open competition is Title 10, U.S. Code 2304 (c)(1), as implemented by FAR 6.302-1, ‘Only One Responsible Source’, and no other supplies or services will satisfy agency requirements.
This is not a commercial buy; therefore, the Government does not intend to use the provisions of FAR Part 12 for this acquisition. This synopsis is published for informational purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. There is no commitment by the Government to issue any solicitation, make an award, or to be responsible for any monies expended by any interested party before award of a contract for the efforts detailed above. Information provided herein in no way binds the Government to solicit for or award a contract.
