About this opportunity
The United States Army Contracting Command, Aberdeen Proving Ground (ACC-APG), on behalf of Program Executive Office Command, Control, Communications and Network (PEO C3N), has issued a Special Notice regarding the Next Generation Command and Control (NGC2) program. The notice requests industry feedback on draft documentation for modernizing the Army's command and control (C2) information systems. Based on lessons learned from recent contingency operations in Ukraine and Israel, the Army seeks to transform its C2 capabilities to enhance lethality, mobility, and survivability in large-scale combat scenarios. The notice emphasizes the need for more mobile, intuitive, and survivable mission command systems that can effectively address emerging threats. The goal is to provide commanders with advanced analytics, an integrated data layer, open architecture, and robust transport capabilities.
Contractors interested in participating must submit feedback through a Microsoft Forms link by April 14, 2025, at 1500 EDT. To access the draft documents, companies must be certified by the Joint Certification Program (JCP) and obtain access to the Joint Communication Marketplace (JCM). Eligible participants will need to complete a DD Form 2345 and email it to jcp-admin@dla.mil if not already certified. The opportunity targets innovative industry partnerships for developing data-centric C2 systems at every echelon, with the potential for prototype development using Other Transaction Authority. The initial draft documents include an Updated Statement of Objective, Request for White Paper, and Commercial Solutions Opening. While this is not a formal solicitation, it represents a critical step in the Army's continuous transformation effort to modernize its command and control capabilities through persistent experimentation and market research.

INTRODUCTION:
The United States Army Contracting Command, Aberdeen Proving Ground (ACC-APG), on behalf of Program Executive Office Command, Control, Communications and Network (PEO C3N) is requesting industry feedback on the draft documents for Next Generation Command and Control (NGC2).
Potential Offerors are encouraged to subscribe for real-time e-mail notifications when additional information is posted to the SAM.gov website.
PROGRAM BACKGROUND:
Command and Control (C2) is foundational to warfighting, and lessons learned from recent support to contingency operations in Ukraine and Israel, as well as threat assessments in the INDOPACOM AoR, show that the Army’s current C2 information systems should be modernized to meet commanders’ needs for large scale combat operations against near peer adversaries.
Current mission command systems are not mobile, intuitive, or survivable enough to easily overcome the current threat, changes in the character of warfare, and the pace of technology. As part of the Army’s continuous transformation effort, initiatives are being implemented to transform how the Army operates, trains, and equips for C2 capabilities that enhance its lethality, mobility, and survivability in large-scale combat as part of the Joint Force. The Army’s operational imperative is to improve systems responsibly, using innovative solutions from units and industry; at the same time, preparing for the future by ensuring the next generation of C2 systems are built on a portfolio of capabilities that effectively address emerging threats and ensure dominance over adversaries.
The Army’s Next Generation Command and Control (NGC2) portfolio of capabilities will provide commanders with the ability to make more, better, and faster decisions through advanced analytics, an integrated data layer, open architecture, and robust and resilient transport. The result is data-centric C2 at every echelon that can operate in any environment. NGC2 requirements are currently being informed by persistent experimentation. Market research and prototyping will create a competitive environment for innovative industry partnerships and continuous integration of new technologies.
REQUESTED INFORMATION:
Respondents are requested to provide feedback/comments on draft documentation associated with NGC2 requirements via the following MS Forms Link:

Your entity/company is responsible for the protection of the controlled document after the download. If your entity/company is not pre-certified by the JCP, you will need to apply for certification by completing a DD Form 2345 and emailing it to jcp-admin@dla.mil.
Detailed information regarding the JCP application procedures is available at the JCP website at https://www.dla.mil/Logistics-Operations/Services/JCP/. The ESI Directorate and the Army Contracting Command (ACC) will not review the JCP application or issue the JCP certification. No exceptions will be made to vendors who are not certified in the JCP for the release of the controlled documents. Please direct any questions regarding the JCP certification process to jcp-admin@dla.mil.

Update #1 ·
